Snow Hill Board of Commissioners Regular Meeting
Wednesday, September 26, 2007—9:00 a.m.
Snow Hill Town Hall

The Snow Hill Board of Commissioners regular meeting convened at 9:15 a.m. on Wednesday, September 26, 2007, in the Snow Hill Town Hall with the following members present: Mayor Don Davis; Commissioners Percy Edwards, Phyllis Burruss, Geraldine Shackleford, Allison Thomas, and Lorrine Washington; Acting Town Clerk Michelle Strickland and Town Administrator/Town Planner Bob Clark; Public Works & Utilities Director Dana Hill

1.  Call to Order – Mayor Davis sounded the gavel and called the meeting to order.

2.  Prayer – Commissioner Edwards offered prayer.

3.  Pledge of Allegiance – The pledge was recited.

4.  Roll Call – With all members in attendance except for Commissioner Washington the Mayor suspended roll call and a quorum was declared.  Mayor Davis announced that Commissioner Washington would be joining the meeting as soon as possible.

5.  Consider Approving Meeting Agenda – Motion was made by Commissioner Thomas, seconded by Commissioner Edwards and carried unanimously to approve the agenda as written.

6.  Consider Approving Meeting Minutes: September 10, 2007 regular meeting – Motion was made by Commissioner Burruss, seconded by Commissioner Shackleford and carried unanimously to approve the minutes as written.

7. Consider closed session to discuss a personnel matter pursuant to NCGS 143-318.11(6) – Motion was made by Commissioner Shackleford, seconded by Commissioner Edwards and carried unanimously to enter closed session at 9:20 a.m.

Commissioner Washington joined the meeting at 9:40 a.m. for voting and entered into closed session.

Motion was made by Commissioner Washington, seconded by Commissioner Shackleford and carried unanimously to reconvene the meeting from closed session at 10:15 a.m.

8. Announcements and Public Comments – Mr. Clark announced the Citizen’s Academy that the Neighborhood Affairs Committee had set up.  This will be a series of classes that citizen’s can register for that will help teach the community about the important things that the Town of Snow Hill does to keep the Town running.  Mr. Clark announced that the Academy has been announced and application packages are ready.

9.  2007-2008 Snow Hill Town Council Strategic Goals and Objectives – Commissioner Thomas shared the issues that were discussed at the WNCT-TV community forum that was held in Snow Hill.  Mr. Clark led the brainstorming session and offered tools to help share ideas.  The Council shared their ideas and each idea was grouped into a main category.  These main categories were Human Services, Town Operations, Youth Development, Public Safety/Enforcement, Economic Development, and Community Programs and Activities.  Mr. Clark asked the Council to take a look at the current mission and vision statements to see if any changes need to be made.  It was suggested to add public safety and human services to the mission statement.  Mr. Clark will draft the new statement with the changes so that the Council can revisit it.  It was suggested to change the vision statement to read “Effectively serving our residents and enhancing our community.”  Mr. Clark ended by advising the committee that he would compile the categories of concerns into reasonable, measurable goals for the next meeting.

10.  Adjournment – Motion was made by Commissioner Washington, seconded by Commissioner Shackleford and carried unanimously to adjourn at 11:35 a.m.
