MINUTES
Snow Hill Board of Commissioners Regular Meeting
Monday, December 10, 2007—7:30 p.m.
Greene County Museum
Snow Hill, North Carolina 28580

The Snow Hill Board of Commissioners regular meeting convened at 7:30 p.m. on Monday, December 10, 2007, at the Greene County Museum with the following members present: Mayor Don Davis; Commissioners Percy Edwards, Phyllis Burruss, Geraldine Shackleford, Allison Thomas and Lorrine Washington; Commissioner-elect James L. Bizzell, Sr. and Commissioner-elect Dennis K. Liles; Acting Town Clerk Michelle Strickland; Town Administrator Bob Clark; Attorney Brian Pridgen.


1.  Call to Order – Mayor Davis called the meeting to order at 7:32 p.m.

2.  Prayer – Prayer was offered by Commissioner Edwards.

3.  Pledge of Allegiance – The pledge was recited

4.  Roll Call – Mayor Davis called roll and since all were present a quorum was declared.

5.  Consider Approving Meeting Agenda – Motion was made by Commissioner Shackleford, seconded by Commissioner Edwards and carried unanimously to approve the meeting agenda.

6.  Consider Approving Meeting Minutes: November 28, 2007 regular meeting – Reading of the minutes was suspended.  Motion was made by Commissioner Washington, seconded by Commissioner Edwards and carried unanimously to approve the minutes.

  1. Report of Officers: Town Clerk—Report of 2007 official election results – Miss Strickland read the 2007 Town of Snow Hill Commissioner election results provided by the Greene County Board of Elections (a copy hereby incorporated by reference and made a part of these minutes)

  1. Report of the Boards, Commissions, Committees and/or Taskforces: N/A

9. Unfinished Business and General Orders:

    1. Recognition of former Commissioner Phyllis Burruss and Commissioner Allison Thomas – Mayor Davis recognized former Commissioners Burruss and Thomas with a plaque indicating their individual service to the town 2003-2007) and a Snow Hill flag. After acceptance each gave brief remarks expressing their appreciation for the opportunity to serve as elected officials.
    1. Administration of Oath of Office: Town Commissioner: Commissioner-elect James L. Bizzell, Sr. and Commissioner-elect Dennis K. Liles – Mayor Davis recognized the new Town Commissioners and asked Judge Lonnie Carraway to come forward to administer the Oath of Office to Commissioner Bizzell and Commissioner Liles.  After signing their respective Memorandum of Record, Mayor Davis handed out Town of Snow Hill business cards, pen, and tote bag to Commissioner Bizzell and Commissioner Liles so they could go ahead and get to work.
    1. Comments from Commissioners James L. Bizzell and Dennis K. Liles – Commissioners Liles and Bizzell both stood and made comments to the audience. They each joined the other commissioners at the conference table for the balance of the meeting.
    1. Election of Mayor pro tempore – Mayor Davis opened the floor for nominations.  Motion was made by Commissioner Edwards to nominate Commissioner Washington; Mayor Davis called for other nominations 3 separate times before closing the floor for nominations and declaring Commissioner Washington elected Mayor pro tempore by acclimation.

10.  New Business: N/A

  1. Announcements and Public Comments: Mayor Davis announced that a reception for the new commissioners would follow the meeting.
  2. Adjournment – Motion was made by Commissioner Liles, seconded by Commissioner Bizzell and carried unanimously to adjourn at 8:05 p.m.
