MINUTES
Snow Hill Board of Commissioners Regular Meeting
Wednesday, May 28, 2008—9:00 a.m.
Snow Hill Town Hall

The Snow Hill Board of Commissioners regular meeting convened at 9:00 a.m. on Wednesday, May 28, 2008, at the Snow Hill Town Hall with the following members present: Mayor Don Davis, Commissioners Percy Edwards and Geraldine Shackleford, Acting Town Clerk, Michelle Strickland; and Town Administrator, Bob Clark.

Call to Order - The meeting was called to order by Mayor Davis at 9:10 a.m.

Prayer – Prayer was offered by Commissioner Edwards.

Pledge of Allegiance – Jimmy, a student with Greene County Early College led the pledge.

Roll Call – Members present were Mayor Davis, Commissioner Percy Edwards and Commissioner Geraldine Shackleford. Commissioner Lorrine Washington communicated that she would not be in attendance due to a doctor’s appointment. Commissioner Dennis Liles communicated that he would not be in attendance due to doctor’s orders and an eye injury. No one has heard anything from Commissioner James Bizzell. There were not enough members in attendance for a quorum.

At this time Mayor Davis explained to the audience that the Board could not conduct any business due to not having a quorum and asked the students from Greene Early College to begin their presentation.

Program: Greene County Early College Presentation – Mayor Davis asked the Clerk, Miss Strickland to read a letter that had been presented (a copy hereby incorporated by reference and made a part of these minutes). Casey Stocks from Snow Hill, NC came forward and spoke to the Board about the Personal Emissions Calculator (a copy hereby incorporated by reference and made a part of these minutes) that they had studied on Earth Day. She told the Board what the data represented and how it was calculated. Sharise Washington came forward and spoke about the dangers of fluorescent light bulbs. She handed out information (a copy hereby incorporated by reference and made a part of these minutes) on these bulbs and went over the pros and cons. Even though they last 10 times longer than normal bulbs, they contain mercury, which is very dangerous. Mr. Clark and Mayor Davis asked questions of the group. Everyone at the Board table was introduced and their positions were explained. Mayor Davis explained to the students that he felt their concerns were really more of a countywide issue but that it was good to speak to the towns in the county. Mayor Davis asked Public Works Director, Dana Hill to speak to the group about the Town of Snow Hill’s curbside recycling program. Mr. Hill informed the group that the Town of Snow Hill provides citizens with recycling containers that he feels 85 – 90% of these citizens use. At this time the program is voluntary. He informed the group that Greene County had sites located throughout the county where people could take their recyclables. Mayor Davis asked Mr. Hill how the Town of Snow Hill was disposing of compact fluorescent bulbs. Mr. Hill really could not answer that question, as he is not sure. He does see some of these bulbs in recycling containers but feels that most are probably thrown away. Mayor Davis walked through the objectives of the students. Objective #1 was to send out a survey to see how many people would be interested in curbside recycling. Mr. Davis reiterated that the Town of Snow Hill already offered curbside recycling. Objective #2 was to provide curbside recycling bins to those who wished to participate. Mr. Davis offered the same answer to that objective, we already offer curbside recycling. Objective #3 was to find proper disposal methods for compact fluorescent bulbs, electronics, and batteries. For the final objective Mayor Davis suggests that at the appropriate time the Town Board ask the Neighborhood Affairs committee take a look into what the best solution would be.
