The Snow Hill Board of Commissioners Special Called Session convened at 9:00 am on Monday, April 25, 2007, in the Snow Hill Town Hall with the following members present: Mayor Don Davis; Commissioners Phyllis Burruss, Percy Edwards, Geraldine Shackleford, Allison Thomas; Town Clerk-Finance Officer Mauren Baker; Town Administrator Bob Clark. Town Attorney Jim Cauley and Mike Barnette of McDavid Associates, Inc. were also present.

1. Call to Order– Mayor Davis sounded the gavel and called the meeting to order.

2. Prayer–skipped

3. Pledge of Allegiance–skipped

4. Roll Call—Commissioner Washington was excused by consent of the Board, as she is required by her work place to be in training. All other commissioners were present and a quorum was declared.

5. Consider Approving Meeting Agenda–skipped

6. Hearing: Conduct a public hearing to receive comments on a proposed program amendment for the 2004 CDBG Program. The amendment includes budget changes to address existing program units and other activities. Mr. Barnette introduced the Budget Amendment and explained that this was a necessary step in the process of the CDBG. Motion was made by Commissioner Burruss, seconded by Commissioner Shackleford and carried unanimously to open a public hearing to receive comments on a proposed program amendment for the 2004 CDBG Program. Mayor Davis opened the hearing and noted that there were no members of the general public in attendance. He turned to the Board for comments or questions. There were none. Motion was made by Commissioner Burruss, seconded by Commissioner Shackleford and carried unanimously to close this hearing.

7. Adjournment—Motion was made by Commissioner Edwards, seconded by Commissioner Burruss and carried to adjourn this special session.
