Snow Hill Board of Commissioners Regular Meeting
Monday, April 10, 2006—7:00 p.m.

The Snow Hill Board of Commissioners regular meeting convened at 7:00 pm on Monday April 10, 2006 in the Snow Hill Town Hall with the following present: Mayor Don Davis; Commissioners Phyllis Burruss, Percy Edwards, Geraldine Shackleford, Allison Thomas, and Lorrine Washington; Town Clerk-Finance Officer Mauren Baker; Town Administrator Bob Clark. Others present signed a roll sheet hereby incorporated by reference and made a part of these minutes.
1. Call to Order—Mayor Davis sounded the gavel and called the meeting to order.
2. Prayer–Commissioner Percy Edwards offered prayer
3. Pledge of Allegiance—The Pledge of Allegiance was recited
4. Roll Call— At roll call a quorum was declared by Mayor Davis. Commissioner Burruss arrived late.
5. Consider Approving Meeting Agenda—Motion was made by Commissioner Washington, seconded by Commissioner Shackleford and carried unanimously to approve the April 10, 2006 Agenda as presented.
6. Consider Approving Meeting Minutes—Motion was made by Commissioner Edwards, seconded by Commissioner Washington and carried unanimously to approve the Minutes of March 29, 2006 regular meeting.
7. Report of Officers:
a. Town Administrator:
1. A joint meeting of the Greene County Board of Commissioners, the mayors and commissioners from Hookerton, Snow Hill and Walstonburg was held on Thursday, March 30, 2006 at 7:00 p.m. at the Greene County Complex Meeting Room. The boards discussed common areas of interest. Clark said that the meeting was well received.
2. The Snow Hill Primary Reading Parade will start at 10:00 a.m. on April 11, 2006 with an April 12 rain date. The Town has issued a Parade Permit.
3. A Youth Extravaganza will be held Saturday April 15, 2006 at the South Greene School off of West Harper Street. Family activities, games, and other activities will be from 12:00 noon until 6:00 p.m.
4. The “Places of Worship: A Sacred Journey” Exhibit opening reception is set for May 7, 2006 from 3-5:00 p.m. at the Greene County Museum.
5. The Public Works Department will be installing 48 new “Discover Snow Hill” green banners on telephone poles in downtown, along portions of SE Second Street and Kingold Blvd. The Neighborhood Affairs Committee chose the design for the attractive banners.
6. A 2007 Tree Grant Application requesting funding in the amount of $9,101.00 has been filed with the NC Division of Forestry Resources. The Urban and Community Forestry Grant will be used for implementing the Growing Snow Hill: Phase III program.
7. Inserted by consent of the Board—The Kingold Repaving Project is underway. Clark will request that the Standard Laconic carry information concerning the project to keep the public informed.
8. North Carolina State Arbor Day was celebrated in Raleigh. Mr. Clark and Rev Ginn attended to receive the USA Tree City for the third year in a row; and to receive the Growth Award for the second year in a row. National Arbor Day is April 29, 2006. Snow Hill Arbor Day has not been scheduled.
b. Town Clerk/Finance Officer:
1. The Town Clerk recommended that the Board release $154.55 plus penalties in taxes for Air Liquade Industry (14-05-2657708) due to a mistaken listing of assets in Greene County.
2. The Finance Officer attended a Risk Management Spring Workshop in New Bern, April 5, 2006. She will report on changes in the Internal Revenue Code affecting the requirement to report income on W-2 in lieu of 1099 forms applicable to independent contractors and board members. The IRS considers elected officials employees of the office that they serve. From now on the Boards and other officers will be paid through payroll in order to report income on a W-2 for the IRS. The Finance Officer stated that she would like to move the affected personnel to payroll retroactive to January 1, 2006, stating that those affected will be responsible for matching FICA. The Board authorized the Finance Officer to proceed by consent.
8. Reports of Boards, Commissions, Committees and/or Taskforce: N/A
9. Unfinished Business and General Orders: 2006-2007 Strategic Planning Objectives were tabled by consent of the Board. Commissioner Thomas requested that the advertisement for Economic Developer be removed from the website and revised to include measurements.
10. New Business:
a. Motion was made by Commissioner Washington, seconded by
Commissioner Shackleford and carried unanimously to release $154.55
plus penalties in taxes for Air Liquade Industry (14-05-2657708) due to
a mistaken listing of assets in Greene County.
b. Motion was made by Commissioner Thomas, seconded by Commissioner Edwards and carried unanimously to enter closed session to discuss a personnel matter pursuant to NCGS 143-318.11(6). Motion was made by Commissioner Washington, seconded by Commissioner Edwards and carried unanimously to return to open session.
11. Program: Sharon Ginn, President of the Greene County Arts and History Society Annual Report—President Ginn gave a detailed report of the Greene County Arts and History Society including budget information. The report was received by consent of the Board. President Ginn’s report is hereby incorporated by reference and made a part of these minutes.
12. Announcements and Public Comments—Walter Rabb, a professional baseball player with the Snow Hill Billies passed away; there is a movement underway to start a softball league for the South Greene Ball Park; the Town will surplus some old equipment.
13. Adjournment—Motion was made by Commissioner Edwards, seconded by Commissioner Burruss, and carried unanimously to adjourn this session of the Town Board of Commissioners.
